Policy Frameworks

Policy frameworks highlight the key outcomes, performance metrics, goals, and policies that will go in the General Plan Update (GPU) elements (or chapters). The frameworks are the basis of the GPU elements and are an early step in the GPU process before drafting the elements. Each policy framework focuses on a specific topic included in the GPU. 

Since the GPU’s elements are interrelated, many of the frameworks have themes that overlap with topics in other frameworks. Each of the policy frameworks below incorporate input from the community, the General Plan Advisory Committee (GPAC), the Technical Advisory Committees (TACs), City staff, Planning Commission, and City Council. From November 5 – December 16, the community will have the opportunity to review the policy frameworks and provide feedback. The GPU team will review this feedback and incorporate them into draft GPU elements where possible.  

What is a Policy Framework?

  • It provides initial, general ideas on a topic in the GPU that direct policy towards meeting community goals and outcomes 

  • It is not an exhaustive list of policies or measures but rather, ideas for the community to review and react to. Note that the General Plan will include more policies and measures. 

What is included in a Policy Framework?

  • Outcomes that describe where Culver City wants to be by 2045. 

  • Performance Metrics that are the quantitative and/or qualitative data that will track progress towards reaching the outcome. 

  • Goals that express community values. They have both purposes and aims but direct outcomes. 

  • Policies that state the required, encouraged, or allowed actions to achieve the goals. 

  • Actions that explain the activities, like physical improvements, partnerships, and programs, that carry out a policy.

Review and comment on the policy frameworks listed below from November 5 - December 16. All who live, work, and play in Culver City are welcome to provide input!
